SİBER GÜVENLİK TEHDİDİ OLARAK DEZENFORMASYON: DİJİTAL GÜVENLİK VE DİPLOMASİ AÇISINDAN ETKİLERİ

The circulation of information has experienced significant transformations on a global scale with the development and acceleration of digitalization. While this transformation has made access to information easier, it has also created the conditions for maniplative content and disinformation to spread rapidly and on a large scale. The main question of this article is why disinformation is increasingly viewd as a cyber security threat and how it affects diplomatic processes in the contemporary digital environment. The article applied a qualitative research method based on document analysis and case study methodology. Academic literature and institutional reports were examined to investigate the transformation of disinformation and conceptualization as a cyber threat. Case study such as 2026 U.S. presidential election, the Brexit referendum and the Russian Ukraine War were analyzed tos how the effects and political consenquences of cyber-enabled disinformation. The findings indicate that disinformation has become an integral part of the cyber space today. States and other actors in the cyber space are engage in disinformation activities by using social media platforms, algorithmic dissemination, data analysis and Al-generated content and thereby achieve various objectives. In this regard, it appears that disinformation disseminated in the cyber space can be understood as a multidimensional phenomenon at the intersection of cyber security, strategic communication and diplomacy.
