A LIBERAL FRAMEWORK FOR CYBERSECURITY AND CYBERSPACE

Abstract

Cyberspace is the fundamental fact of human life. More than half of human population is active internet users. The global experience creates cybersecurity issue as the fundamental challenge in front of humanity. In this paper, we intent to argue that cybersecurity does not mean the securitization of cyberspace. A liberal framework for cybersecurity must be based on the protection of individual liberties, democracy and rule of law.
